You squadron commander needs to assign one of the cadet's in your squadron to be the primary representative and one to be the alternate. That person (i think only the primary needs to do this, not the alternate) needs to fill out a CAPF 2A. Then send that form to the wing DCP. This person should be reliable because he or she will be voting on behalf of your squadron. You dont want this person to be missing meetings, either.

I see that you are a flight commander. Please use your chain of command to let your commander know of this problem. You could even give him/her suggestions on who you think are good candidates. You can find info about the CAC in the CAPR 52-16 and also under Cadet Advisory Council on this site. There is a link to the left of the screen.
