Ask your Squadron Commander to check with the Unit Finance Committee and see if the Squadron might have the money. That is really your only option at this point. Explore that route and let me know what happens. If he is as good as you say he is then the Squadron shouldn't have any problems fronting him the money. Also has he been to an encampment before? How close ishe to his Mitchell? That might be a good arguement to your Squadron CC is that he is very close to his Mitchell but needs an Encampment in order to have all of the prerequisites for the Mitchell Award. Good luck!!
